Finance Manager – Dakar, Senegal

About the role

The Finance Manager will serve as the finance focal point for all Mercy Corps programmes in Senegal. Based in Dakar, the role reports to the Country Director and works closely with the Regional Finance Director to ensure sound financial management across the country office.

Key responsibilities

• Provide clear financial guidance to support strategic decision‑making for ongoing projects and portfolio expansion.
• Ensure all programmes comply with donor rules, regulations, and Mercy Corps financial procedures.
• Prepare annual and proposal budgets, and implement budgeting and grant‑forecasting systems with programme managers.
• Develop and maintain an operational cost‑allocation system for ongoing projects.
• Oversee the preparation and timely submission of Expenditure vs. Budget (BVA) reports.
• Manage country accounts, lead the finance team, and ensure accurate financial reporting.
• Coordinate with other departments to reinforce capacity building and compliance with grant and contract requirements.

Required profile

• Experience managing finance functions for an NGO or development organisation.
• Strong knowledge of donor compliance, grant management, and financial reporting standards.
• Ability to work under the supervision of the Country Director and collaborate with regional finance leadership.
• Proven capacity to lead finance staff and coordinate across multiple departments.
