Health Finance Officer

About the role

The Health Finance Officer will support Amref Health Africa’s programme to improve primary health care financing in Senegal. The role focuses on technical assistance to the Ministry of Health and Finance, helping to align health financing reforms with national priorities and to strengthen evidence‑based budgeting for universal health coverage.

Key responsibilities

• Review existing health financing policies and frameworks to identify gaps and reform opportunities.
• Align financing strategies with Senegal’s health priorities and fiscal realities.
• Develop policy briefs, technical notes and other knowledge products for internal and external stakeholders.
• Facilitate consultative meetings with government officials, partners and civil society to build consensus on financing reforms.
• Support inter‑ministerial coordination between health and finance sectors.
• Provide technical support for resource tracking, domestic resource mobilisation, budget analysis and expenditure monitoring.
• Strengthen government and partner capacity in financial analysis and monitoring.

Required profile

• Experience in health financing, public health budgeting or related fields.
• Familiarity with primary health care systems and universal health coverage concepts.
• Ability to work with ministries, donors and civil‑society partners.
• Strong analytical and communication skills.
