Monitoring, Evaluation & Learning Specialist – Multi‑Country Baseline Study

About the role

The client seeks an experienced Monitoring, Evaluation and Learning (MEL) Specialist to lead a multi‑country baseline study aimed at strengthening financial resilience and inclusive insurance access for young women in agrifood systems across Kenya, Nigeria and Senegal.

Key responsibilities

• Design and implement the program baseline study framework across all target countries.
• Develop and refine baseline methodologies, including indicator alignment, measurement frameworks, data‑collection approaches, sampling, validation, deduplication and reporting protocols.
• Assess existing program, partner and ecosystem data sources to identify available baseline information, data gaps and opportunities for secondary‑data integration.
• Lead readiness assessments of monitoring and reporting capabilities among ecosystem and implementation partners.
• Support primary data‑collection activities where baseline gaps exist.
• Collaborate with technical specialists to integrate baseline findings into program recommendations, ecosystem assessments and stakeholder engagement.
• Produce baseline reporting outputs, methodological documentation, datasets and measurement guidance aligned with learning and accountability objectives.

Required profile

• Proven experience designing and implementing MEL frameworks and baseline studies for development or donor‑funded programs.
• Experience supporting multi‑country MEL assignments across sub‑Saharan Africa.
• Track record developing program indicators, measurement frameworks and results‑alignment methodologies.
• Experience managing quantitative and qualitative data‑collection processes within complex program environments.
