Public Procurement Specialist – 8‑month contract

About the role

The Ministry of Health and Social Action in Senegal is implementing priority health programmes that require transparent, timely, and efficient procurement. The Tony Blair Institute for Global Change is supporting the Ministry through an embedded Delivery Unit and seeks a Procurement Technical Expert for an eight‑month assignment to strengthen procurement planning, execution, and oversight.

Key responsibilities

• Strengthen procurement systems and processes across priority health programmes.
• Improve procurement planning and support the preparation of tender documents.
• Assist in the evaluation of tenders and ensure compliance with national regulations and donor requirements.
• Monitor implementation timelines and track procurement milestones.
• Identify and mitigate procurement risks and manage related documentation.
• Provide capacity‑building support and training to Ministry and Delivery Unit staff.
• Coordinate with multiple stakeholders, funding streams, and implementation partners to ensure operational alignment.

Required profile

• Demonstrated expertise in public procurement, preferably in a government or donor‑funded environment.
• Strong knowledge of national procurement regulations and donor compliance standards.
• Experience working closely with government counterparts and multi‑stakeholder projects.
• Ability to deliver technical support on procurement planning, tendering, and monitoring.
• Excellent documentation and risk‑management skills.
• Willingness to work on‑site in Senegal for the full eight‑month period.
