Skill Development and Capacity Building Specialist

About the role

The Skill Development and Capacity Building Specialist will lead capacity‑building interventions with vocational training providers, incubators and research centres in the Senegal River Valley, Sine Saloum and Casamance zones. Working under the USAID Youth Development Activity, the specialist will help link youth to training, resources and entrepreneurship opportunities in agriculture.

Key responsibilities

• Identify and assess local institutions capable of delivering youth training, including TVET schools, incubators and Centres de Recherche et d’Essais.
• Analyze labour market supply and demand, integrating gender equality, social inclusion (GESI) and disability considerations.
• Collaborate with civil‑society organisations to form a Youth Advisory Council that guides programme design and adaptation.
• Provide technical assistance to implementing partners to strengthen their capacity to deliver effective youth training and support services.
• Support the development of enabling environments for youth employment and self‑employment in agriculture.

Required profile

• Demonstrated experience in capacity building, training delivery or youth economic empowerment.
• Strong knowledge of GESI principles and disability inclusion in workforce development.
• Experience working with local partners, NGOs or government agencies in West Africa.
• Excellent analytical, communication and stakeholder‑engagement skills.
• Fluency in English; French proficiency is an advantage.
