Programme Associate – Women’s Economic Empowerment

About the role

The Programme Associate supports the Women’s Economic Empowerment Unit in Dakar, contributing to the design, implementation and financial management of programmes that promote gender‑responsive financing for women entrepreneurs. Working under the Head of Women’s Economic Empowerment, the role bridges programme, finance and operations teams across the country office and UN Women headquarters.

Key responsibilities

• Provide advanced administrative support for programme work plans, budgets, proposals and audit processes.
• Manage financial transactions in the Quantum system, including project creation, budget revisions, requisitions, vouchers and cost‑recovery billing.
• Coordinate logistics for meetings, workshops, events and travel arrangements for the programme team.
• Prepare public information materials, briefing packets and presentations for high‑level officials.
• Support resource mobilisation by preparing cost‑sharing agreements and processing donor contributions.

Required profile

• Minimum secondary education; a Bachelor’s degree in Business or Public Administration is an asset.
• At least 7 years of progressively responsible experience in finance or programme management/support.
• Fluency in French; knowledge of English or Spanish is desirable.
• Demonstrated ability to develop complex financial reports and work with web‑based ERP systems.

Required skills

• Proficiency with the Quantum financial system and Oracle Cloud ERP (or similar web‑based ERP).
• Strong financial and budgeting expertise, including preparation of financial reports and vouchers.
• Excellent IT skills and ability to manage data, documents and workflow efficiently.
• Advanced Microsoft Office skills for creating and presenting information.
