Programme Management & Infrastructure Advisor

About the role

The Programme Management & Infrastructure Advisor provides strategic leadership and technical oversight for WAMCO’s infrastructure portfolio across West Africa. Reporting to the Head of Programme, the role works closely with the management team, PMO, partnerships, country teams and UNOPS headquarters to ensure projects meet high standards of delivery and partner satisfaction.

Key responsibilities

• Define and implement the infrastructure and project management strategy, shifting from reactive monitoring to predictive oversight.
• Strengthen performance monitoring, risk analysis and quality assurance across the sub‑regional portfolio.
• Align projects with the Project, Programme and Portfolio Management (P3M) framework and the Risk Management Framework (RMF).
• Develop, maintain and report on quality and performance metrics for the infrastructure portfolio.
• Plan and propose required human and financial resources to the Head of Programme.
• Promote UNOPS services, build networks with key partners and stay informed of market trends.
• Advise senior management on lessons learned, best practices and new opportunity development.
• Lead preparation of proposals for new infrastructure opportunities.

Required profile

• Extensive experience in programme and infrastructure management within an international development context.
• Proven ability to influence senior stakeholders and drive strategic initiatives.
• Strong analytical skills for portfolio risk assessment and performance monitoring.
• Excellent communication and advisory capabilities.
