Regional Infrastructure Advisor

About the role

The Regional Infrastructure Advisor provides strategic leadership and technical oversight for WAMCO’s infrastructure portfolio across West Africa. The role ensures projects meet high standards of quality, performance, risk management and sustainable delivery while aligning with partner expectations.

Key responsibilities

• Provide strategic direction for timely, cost‑efficient, and high‑quality execution of the infrastructure portfolio.
• Shape and implement infrastructure and project‑management strategies, moving from reactive monitoring to predictive oversight.
• Strengthen performance monitoring, portfolio risk analysis, and quality‑assurance processes.
• Align projects with the Project, Programme and Portfolio Management (P3M) framework, Risk Management Framework (RMF) and other IPM guidelines.
• Develop, maintain and report on quality and performance metrics for the portfolio.
• Plan and propose required human and financial resources to the Head of Programme.
• Promote UNOPS services, build networks with key partners, and stay abreast of market trends.
• Advise senior management on lessons learned, best practices and new opportunity development.
• Lead preparation of proposals for new infrastructure opportunities in line with strategic direction.

Required profile

• Proven experience in managing multi‑country infrastructure projects or portfolios.
• Strong analytical, risk‑assessment and performance‑monitoring capabilities.
• Ability to work closely with senior management, programme teams, partners and country offices.
• Familiarity with UNOPS or similar development‑agency processes is advantageous.
• Excellent communication and stakeholder‑engagement skills.
