Consultant Surveillance Officer

About the role

PATH, a global nonprofit dedicated to health equity, is seeking an experienced Consultant Surveillance Officer to support the STRIDES project in Senegal. The consultant will work closely with the Senegalese Ministry of Health and Public Hygiene and other government stakeholders to strengthen multisectoral disease surveillance, detection, and response capabilities.

Key responsibilities

• Draft a multisectoral surveillance manual that defines governance, roles, and coordination mechanisms for event‑based, indicator‑based, and community‑based surveillance.
• Develop sector‑specific standard operating procedures (SOPs) for EBS, IBS, and CBS, aligning with national frameworks and the 7‑1‑7 health‑security approach.
• Design and facilitate a tabletop exercise (TTX) with government stakeholders to test surveillance‑to‑response workflows under simulated outbreak conditions.
• Conduct after‑action reviews (AARs) with U.S. and Senegalese partners to capture lessons learned from zoonotic and other public‑health emergencies.

Required profile

• Advanced degree (Master’s or higher) in public health, epidemiology, veterinary public health, One Health, or a related field.
• 10–15 years of professional experience designing or strengthening disease surveillance systems, including EBS, IBS, CBS, and IDSR implementation.
• Proven experience working with government ministries and multisectoral partners in low‑resource settings.
