Monitoring, Evaluation and Learning Specialist

About the role

The client seeks an experienced Monitoring, Evaluation and Learning (MEL) Specialist to lead a multi‑country baseline study that strengthens financial resilience and inclusive insurance access for young women in agrifood systems across Kenya, Nigeria and Senegal. You will design and implement the assessment framework, ensuring it aligns with program outcomes and evidence‑generation needs.

Key responsibilities

• Lead the design and implementation of the program baseline study framework across all target countries.
• Develop baseline methodologies, including indicator alignment, measurement frameworks, data‑collection approaches, sampling, validation, deduplication and reporting protocols.
• Assess existing program, partner and ecosystem data sources to identify available baseline information, data gaps, and opportunities for secondary‑data integration.
• Evaluate monitoring and reporting readiness of ecosystem and implementation partners, focusing on data‑management capabilities, reporting systems, data‑quality, and beneficiary tracking.
• Support primary data‑collection activities where baseline gaps exist and integrate findings into program recommendations, ecosystem assessments and stakeholder engagement plans.

Required profile

• Proven expertise in monitoring, evaluation and learning systems, baseline studies, and development program measurement frameworks.
• Extensive experience designing and executing multi‑country evaluations in sub‑Saharan Africa, particularly in Kenya, Nigeria or Senegal.
• Strong analytical skills and ability to translate data into actionable program insights.
