Consultant PT-EN Planning for Inclusive Education

About the role

The International Institute for Educational Planning (IIEP) UNESCO seeks a Portuguese‑ and English‑speaking consultant to support the "Planning for Inclusive Education" regional programme in West Africa. The role focuses on evidence generation and technical planning support for Guinea Bissau and Sierra Leone, strengthening disability‑inclusive data collection and national education strategies.

Key responsibilities

• Support generation of evidence‑based data for Guinea Bissau and Sierra Leone, reviewing education data collection tools and indicators with a focus on disability‑inclusive data.
• Provide technical assistance for the revision and testing of EMIS and education census tools, and deliver capacity‑building workshops for Ministry of Education staff.
• Assist in the technical review and strengthening of the Inclusive Education Strategy, including the formulation of action plans, costing, budgeting and a monitoring‑and‑evaluation framework.

Required profile

• Fluent in Portuguese and English.
• Proven experience in education sector analysis, EMIS strengthening and disability‑inclusive planning processes.
• Ability to work autonomously within IIEP‑UNESCO’s technical assistance approach and collaborate with national stakeholders.

Required skills

• EMIS and education data analysis.
• Disability‑inclusive data collection methodologies (e.g., Washington Group approach).
• Development of monitoring and evaluation frameworks for education programmes.
