Consultant Surveillance Officer – STRIDES Project

About the role
PATH is seeking a Consultant Surveillance Officer to lead the technical development of the STRengthening Infectious disease DEtection Systems (STRIDES) Project in Senegal. The consultant will work closely with the Senegalese Ministry of Health and Public Hygiene and other government stakeholders to enhance multisectoral disease surveillance.
Key responsibilities
- Draft a multisectoral surveillance manual that defines governance, roles, and coordination mechanisms for event‑based, indicator‑based, and community‑based surveillance.
- Develop standard operating procedures (SOPs) for EBS, IBS, and CBS tailored to sector‑specific contexts.
- Design and conduct a tabletop exercise (TTX) with government stakeholders to test surveillance‑to‑response workflows.
- Lead after‑action reviews (AARs) to capture lessons learned from zoonotic and other public health emergencies.
Required profile
- Advanced degree (Master’s or higher) in public health, epidemiology, veterinary public health, One Health, or a related field.
- 10–15 years of professional experience in disease surveillance systems, including design and implementation.
- Proven experience working with multisectoral health initiatives and government partners.
