Emergency Humanitarian Access, Safety and Security Advisor

About the role

The Emergency Humanitarian Access, Safety and Security Advisor works within the IRC Emergency Unit’s ASAP team to provide strategic, technical and operational support for humanitarian access, safety and security across complex, high‑risk environments. The role partners with country leadership, emergency response teams and regional security directors to enable IRC programmes to reach the worst‑affected populations safely.

Key responsibilities

• Plan and facilitate inclusive scenario‑development workshops, linking outcomes to access and security strategies for frontline programme teams.
• Support country leadership in designing and implementing access and acceptance strategies, including negotiation with authorities, power brokers and community stakeholders.
• Identify, analyse and mitigate safety and security risks, ensuring alignment with IRC Security Minimum Standards, Duty of Care and related principles.
• Assist country teams in incident management and integrate safety and security considerations into emergency preparedness and contingency plans.
• Co‑develop and disseminate humanitarian access frameworks, technical resources and training materials, and mentor staff on security risk management and gender‑sensitive approaches.

Required profile

• Fluency in written and spoken French and English.
• Proven experience in humanitarian access, safety and security management within volatile or conflict‑affected contexts.
• Ability to work collaboratively with diverse stakeholders, including government, non‑state actors and local partners.
• Residency in Kenya, the United Kingdom, Geneva or any country with an IRC office.
