Intersectional Procurement Advisor – Dakar

About the role

The Intersectional Procurement Advisor supports MSF field missions by ensuring procurement activities are efficient, compliant and aligned with global strategies. Based in Dakar, the role combines remote strategic support with on‑site operational assistance and involves up to 50 % travel to field locations.

Key responsibilities

• Provide front‑office strategic and technical support for mutualised and non‑mutualised procurement across country programmes, raising awareness and guiding stakeholders.
• Deliver hands‑on operational procurement support on demand, including needs assessment, market analysis, sourcing, negotiation and supplier performance monitoring.
• Act as functional manager for field Intersectional Procurement Managers, overseeing recruitment, onboarding, roadmap execution and removal of operational roadblocks.
• Develop regional market intelligence, consolidate category priorities and maintain relationships with strategic regional suppliers.
• Identify gaps in processes and tools, promote use of the Supplier Portal and e‑Sourcing tools, and propose adaptations to global procurement systems.
• Foster a field procurement community by facilitating knowledge exchange, peer learning and capacity‑building initiatives.

Required profile

• Bachelor’s degree in business, supply chain or related field, with at least 6 years of procurement experience (direct/indirect spend).
• Minimum 3 years of field procurement experience in MSF or another NGO, plus proven people‑management experience.
• Fluent written and spoken English and French.
• Strong analytical, strategic planning and organisational abilities, with a customer‑oriented mindset.
