Monitoring, Evaluation and Learning (MEL) Expert

About the role

NTU International is seeking a Monitoring, Evaluation and Learning (MEL) Expert to support the design, implementation and continuous improvement of the monitoring and evaluation framework for the Africa‑EU Space Partnership Programme (AESPP Boost). The role will contribute to strengthening cooperation between Africa and the EU in the space sector.

Key responsibilities

• Design and operationalise a comprehensive MEL framework for a donor‑funded, multi‑partner programme.
• Develop indicators, baselines, data‑collection protocols and evidence‑consolidation processes.
• Conduct impact assessments and provide actionable learning for programme improvement.
• Collaborate with programme partners to ensure data quality and timely reporting.
• Support policy dialogue and knowledge exchange through MEL findings.

Required profile

• Master’s degree in evaluation, statistics/data science, development economics, social sciences or a related field (or four years of equivalent professional experience).
• Minimum 8 years of professional experience in monitoring and evaluation, results‑based management or applied data analysis.
• At least 4 years of experience designing or operating MEL frameworks for donor‑funded or complex multi‑partner programmes.
• Excellent command of English; working knowledge of French and/or Portuguese is an asset.
• Experience with EU‑funded programmes and work in Africa is a plus.
