Regional Community Stabilisation Officer (P)

About the role

IOM, a UN-related agency on migration, is recruiting a Regional Community Stabilisation Officer (P) for the IOM Regional Office for West and Central Africa in Dakar, Senegal. The role sits under the Regional Director and the direct supervision of the DHRR Regional Thematic Specialist, and supports Country Offices, the Regional Office and the Department of Humanitarian Response and Recovery in launching and implementing community stabilisation initiatives funded by the USG Department of State. The officer monitors and coordinates programming, gives technical guidance on methodology and reporting, and shares lessons learned.

Key responsibilities

• Provide technical guidance to Country Offices on applying IOM community stabilisation guidance and methodologies, in coordination with the Regional Thematic Unit and HQ.
• Facilitate regional coherence of cross-border initiatives and remote monitoring of programme partners, technical advisers, staff, surge personnel, implementing partners and service providers.
• Monitor operational, administrative and budgetary performance, analyse progress against expenditure forecasts and draft regular reports for the DHRR Regional Thematic Specialist.
• Gather and share lessons learned, especially in cross-border and high-instability contexts, and compile an annual report on community stabilisation.
• Support the Regional Thematic Specialist with crisis analysis, prioritisation and operational planning, and review regional reporting for revisions and harmonisation.
• Help build the capacity of Country Offices through training and participation in regional capacity-building activities.
• Contribute to regional projects and provide technical input to donors and government coordination bodies.
