Construction Consultant (Senegal)

About the role

A multinational NGO working on health systems in Senegal has hired a consultant for a one-month project. The consultant supports the engagement of local vendors and the acquisition of construction permits, ensures competitive bidding through multiple quotes, manages stakeholder relationships and oversees the timely collection of documents needed for permit applications and approvals.

Key responsibilities

• Support the engagement of local vendors for the Bill of Quantities (BoQ) validation, ensuring they meet the required specifications
• Facilitate vendor engagement for the Environmental Impact Assessment (EIA) and the safety instruction notice
• Liaise with Institut Pasteur de Dakar (IPD) management and the beneficiary to collect documents for the construction permit application
• Coordinate with authorities so that permit application documents are accurate and submitted on time
• Ensure RFQ responses are submitted promptly and that all permit documents are ready and submitted within the defined timeline
• Maintain strong stakeholder relationships, manage expectations and lobby for approvals within the agreed schedule
• Monitor the application process, keep a clear timeline and report regularly on progress and any delays or bottlenecks

Expected deliverables

• A checklist of all documents required for the construction permit application
• A finalized Bill of Quantities validated by the local expert and consented to by the beneficiary
• A completed and submitted EIA document and a safety instruction notice in line with local regulations
• A completed construction permit application with all supporting documents submitted to local authorities
• Weekly progress reports and a final report summarizing completed tasks, documents secured and the overall status of the application
