Finance Officer – Migrant Protection Programme (EU‑funded)

About the role

The Finance Officer will support the Project Finance and Budget Officer in managing the budget, accounts and financial reporting for the Migrant Protection, Return and Reintegration Programme across 16 Sub‑Saharan African countries. The position works closely with the European Commission Compliance Unit, regional offices and IOM headquarters.

Key responsibilities

• Monitor financial management of all programme activities, analyse expenditures and ensure accountability.
• Prepare and review EU financial reports in line with IOM and EU regulations.
• Produce budget reports, proposals and revisions in the PRIMA system.
• Support capacity‑building initiatives for local staff on EU and IOM financial policies.
• Assist in financial audits and assess monthly financial reports for anomalies.

Required profile

• Master’s degree in Business Administration, Finance, Accounting, Auditing or related field with at least two years of relevant experience, or a university degree with four years of experience.
• Experience in accounting, financial management, reporting and internal/external audit, preferably in an international or emergency‑operations context.
• Fluency in English and French (oral and written); additional UN language is an advantage.

Required skills

• Knowledge of International Public Sector Accounting Standards (IPSAS).
• Familiarity with IOM/UN accounting systems and EU budgeting rules.
• Proficiency in MS Office applications.
