Humanitarian Communication and Advocacy Specialist (Ebola) – 3-month consultancy

About the role

The specialist will provide regional and country‑level communication and advocacy support for the Ebola response, operating from UNICEF's West and Central Africa Regional Office in Dakar. The role focuses on strengthening evidence‑based advocacy, stakeholder engagement, and messaging across the Democratic Republic of Congo and neighboring countries.

Key responsibilities

• Conduct context and influencing landscape analysis for the DRC Ebola response.
• Develop and maintain stakeholder maps and engagement strategies.
• Support the design and implementation of communication and advocacy strategies, including talking points, briefing notes, and messaging packages.
• Identify evidence gaps and enhance evidence‑based advocacy approaches.
• Monitor progress, produce regular reports, and ensure consistent, high‑quality messaging across all channels.
• Create communication content for social media, press releases, human‑interest stories, and virtual field‑visit packages.
• Provide capacity‑building and coaching to DRC country‑office teams remotely and during field missions.
• Contribute to a coherent regional narrative and coordinate advocacy actions with WCARO, DRC CO, GCCA, and EMOPS.

Required profile

• Master’s degree in Communication, International Relations or a related field.
• Advanced expertise in humanitarian communication, advocacy or diplomacy.
• Experience in public‑health emergencies, preferably Ebola or similar outbreaks.
• Fluent in French and English (written and spoken).
