Humanitarian Representative - Russia

About the role

MSF International is recruiting a Humanitarian Representative for Russia, a hybrid position within the Humanitarian Representation Team (HRT) secretariat. The role strengthens MSF's engagement with Russian representatives outside the Russian Federation, provides contextual analysis, coordinates internally and supports operations in relevant contexts. It sits in a sensitive and evolving geopolitical and legal environment, and the successful candidate will receive a contract from the MSF office of their country of residence at the time of application.

Key responsibilities

• Analyse developments in the Russian Federation, the South Caucasus and Central Asia that affect MSF's operations, and provide ad hoc briefings; review scenarios for MSF's presence in Russia and monitor the risk of being designated an "undesirable organization".
• Maintain and expand the network of Russian interlocutors, including at conferences and bilateral engagements, and support operational teams in their engagement with Russian representatives.
• Coordinate the HRT BRICS working group, facilitate interdesk meetings and share information and reporting with colleagues engaging Russian stakeholders.
• Build and maintain the Russia Online Archives collecting data from the RBO and OPS engagement with Russian representatives.

Required profile

• Master's degree (M.A.) or equivalent, or six to ten years of related experience and/or training.
• Extensive field working knowledge of MSF is mandatory.
• Solid knowledge of diplomatic networks in Russia and of international humanitarian affairs.
• Ability to travel frequently throughout the region and beyond.

Required skills

• Basic knowledge of International Humanitarian and Human Rights Law.
• High-level writing and oral communication, and the ability to write to and interact with senior diplomatic officials.
• Diplomatic skills, judgment and the ability to synthesize complex, sensitive material into clear analysis and recommendations.
