MEAL Technical Advisor II – Monitoring, Evaluation & Learning

About the role

The MEAL Technical Advisor II provides expert guidance on monitoring, evaluation, learning and accountability for CRS’s Maternal and Child Health and Nutrition programmes. Working with regional and country teams, the advisor ensures high‑quality, data‑driven programming that meets donor standards and integrates gender, protection and disaster risk reduction.

Key responsibilities

• Contribute to agency‑wide MEAL strategies, standards and tools, ensuring gender, protection and disaster risk reduction are integrated.
• Provide technical advice to regional and country teams on programme design, monitoring systems, indicator selection and donor requirements.
• Lead the technical design of large or complex proposals, defining monitoring frameworks and data collection plans.
• Support capacity‑building for staff and partners through trainings, workshops, mentoring and curriculum development.
• Collect, analyse and synthesize programme data, produce learning products and promote knowledge sharing with donors and peer organisations.
• Strengthen data collection and management systems, including digital tools, and ensure data quality through DQA processes.

Required profile

• Bachelor’s degree in Monitoring & Evaluation, Public Health, Nutrition, Statistics, Social Sciences or a related field.
• At least eight years of international professional experience in advisory or management roles with progressive responsibility.
• Demonstrated experience working with humanitarian or development programmes and with donor reporting requirements.
