Programme Management & Oversight Specialist

About the role

The Programme Management & Oversight Specialist ensures effective management of WCARO and Country Office resources through budget planning, oversight, and compliance, while integrating futures thinking to build resilient programmes.

Key responsibilities

• Monitor and oversee WCARO resources, programme performance and external dynamics, identifying early warning signs and strategic opportunities.
• Lead integration of horizon‑scanning and scenario‑based planning into country programme development.
• Provide technical inputs for annual evaluations, audits and stress‑testing of programme strategies.
• Develop and maintain a comprehensive Programme Database Management Information System and produce regular management information reports.
• Support capacity‑building activities on PMIS and adaptive management tools for Country Offices.

Required profile

• Experience in programme management, monitoring, evaluation and financial oversight within an international development context.
• Ability to conduct environmental scanning, risk assessment and strategic foresight to guide programme adaptation.

Required skills

• Proficiency in managing Programme Database Management Information Systems (PMIS).
• Strong analytical skills for producing management information and audit follow‑up.
