Programme Management & Oversight Specialist (P4) – Dakar

About the role

The Programme Management & Oversight Specialist ensures effective management of the West and Central Africa Regional Office (WCARO) and its Country Offices by leading budget planning, preventive oversight and strict compliance. The role also provides strategic foresight through horizon scanning to anticipate trends, mitigate risks and build resilient programmes aligned with UNFPA’s evolving development agenda.

Key responsibilities

• Drive prudent budget planning and resource allocation across WCARO and Country Offices.
• Conduct continuous preventive oversight and ensure rigorous compliance with UNFPA policies.
• Provide strategic navigation by scanning emerging trends and recommending adaptive programming.
• Coordinate thematic and other evaluation activities and deliver integrated support to Country Offices.
• Monitor programme performance and oversee the integrity of annual audit processes.
• Follow up on audit recommendations and ensure timely implementation in collaboration with concerned units and Country Offices.

Required profile

• Demonstrated experience in programme management, budgeting and audit oversight within an international development context.
• Ability to produce management information analysis to guide policy and remedial actions.
• Commitment to transparency, accountability and high‑impact results.
• Understanding of UNFPA’s strategic objectives and the Sustainable Development Goals.
