Project Manager (P-5) – Temporary Assignment in Dakar

About the role

UNICEF is seeking a senior Project Manager (P‑5) on a six‑month temporary appointment to lead the relocation of its UNHMU operations to Diamniadio, Senegal. Reporting to the Representative and working closely with the Deputy Representative‑Operations, you will ensure the organization is ready for the move and that staff are supported throughout the transition.

Key responsibilities

• Develop and finalize the UNHMU PBR package, including affordability analysis, job descriptions and organizational charts.
• Design and execute a comprehensive recruitment plan to achieve full staffing.
• Create and manage the Master Relocation and Handover Workplan, risk register and seating plans, and oversee de‑commissioning of current premises.
• Establish business continuity protocols and ensure they are operational by the end of 2026.
• Lead the Change Management Task Force, implement a staff inquiry system with service level agreements, and deliver staff support workshops.

Required profile

• Advanced university degree (Master’s or equivalent) in Project Management, Business Administration, Public Administration, Operations Management, Change Management or a related field.
• Minimum 10 years of progressively responsible experience in project management, large‑scale organisational change, facility relocation or complex operations.
