Regional Finance and Budget Officer

About the role

The Regional Finance and Budget Officer provides strategic and technical support to IOM Country Offices across the region. Working under the Deputy Regional Director (Management) and the Regional Financial Comptroller, the officer ensures that budgeting, accounting, treasury and related financial functions are carried out in line with IOM policies and the specific regional context.

Key responsibilities

• Offer first‑line guidance to Country Offices on IOM finance, budgeting, accounting and treasury policies.
• Monitor compliance with IOM rules, flag anomalies and recommend corrective actions.
• Review project budgets during proposal development to guarantee full cost coverage.
• Analyse regional financial trends, prepare annual budget submissions and advise on variances.
• Ensure accurate recording of transactions in IOM’s ERP system, with correct cost allocation to projects, WBS and GL accounts.
• Support preparation of donor financial reports and coordinate project audits.
• Guide implementation of internal controls to prevent fraud and conduct field visits to verify compliance.

Required profile

• Proven experience in public‑sector or international organization finance and budgeting.
• Strong knowledge of IOM financial rules or similar multilateral donor frameworks.
• Ability to work collaboratively with Country Office leadership and regional teams.
• Excellent analytical skills and attention to detail.

Required skills

• Proficiency with Enterprise Resource Planning (ERP) systems.
• Budget preparation and financial analysis.
• Preparation of donor financial reports and audit coordination.
