Regional Human Resources Officer (P)

About the role

The Regional Human Resources Officer (P) supports the Regional Office in Dakar and its Country Offices by overseeing core HR functions. Reporting to the Deputy Regional Director for Management and the Regional HR Business Partner, the officer ensures HR processes are applied consistently across the region.

Key responsibilities

• Provide guidance on personnel administration, staff development, employee relations, disciplinary processes, compensation, benefits, and payroll verification.
• Administer performance management systems, HR reporting, quality management, and compliance activities.
• Review contracts and personnel action forms for senior staff and support contract extensions for international personnel.
• Monitor HR administration for regional staff, ensuring proper documentation, hiring, transfers, promotions, separations, and benefits processing.
• Coordinate recruitment processes for both staff and non‑staff positions, ensuring adherence to recruitment procedures.
• Organize and support staff training activities across the region.

Required profile

• Proven experience in human resources within an international or UN‑type organization.
• Strong knowledge of HR policies, recruitment, compensation, benefits, and performance management.
• Ability to work collaboratively with multiple offices and provide clear guidance on HR matters.
• Excellent organizational and documentation skills.
