Senior Customs Digitalisation & Transit Systems Expert

About the role

NTU International is looking for a senior specialist to lead the digital transformation of customs and transit systems across the ECOWAS region. The expert will support the EU‑funded Technical Assistance project, helping to create interoperable, data‑driven solutions that improve trade facilitation and regional transport efficiency.

Key responsibilities

• Support the digitalisation and interconnection of customs and transit systems in ECOWAS Member States.
• Provide technical assistance on customs IT systems, transit management platforms, and interoperability frameworks.
• Assist with implementation and operationalisation of regional transit solutions, including SIGMAT and related digital customs platforms.
• Advise on digital customs procedures, real‑time data exchange, and corridor monitoring tools.
• Develop and deploy digital solutions for customs assessment, payment, and border‑control processes.
• Facilitate interoperability between national customs systems and regional digital platforms.
• Prepare technical specifications, system assessments, operational guidelines, and digitalisation strategies.
• Coordinate with customs authorities, transport institutions, IT providers, and regional stakeholders.
• Deliver workshops, training sessions, and capacity‑building activities.
• Contribute to monitoring, reporting, and analytical outputs on digital customs initiatives.

Required profile

• Master’s degree in information systems, customs administration, computer science, transport logistics, international trade or a related field.
• At least 10 years of professional experience in customs digitalisation, transit systems, or trade facilitation.
• Minimum 7 years of hands‑on experience with customs IT systems, digital transit platforms, or interoperability projects.
• Proven experience in development cooperation and donor‑funded programmes, preferably in Sub‑Saharan Africa.

Required skills

• Experience with SIGMAT and other customs management digital platforms.
• Strong knowledge of customs IT systems and transit management platforms.
• Expertise in designing and implementing interoperability frameworks.
