Senior Evaluation & MHPSS Consultant – UNICEF Africa

About the role

The consultant will analyse and triangulate existing primary and secondary evidence to produce an evaluation report on UNICEF’s MHPSS programming across Africa. No new primary data collection is required; the work will adopt a cross‑sectoral, systems‑level perspective.

Key responsibilities

• Analyse and synthesize primary and secondary evidence, including qualitative interviews, focus‑group data, surveys, programme‑monitoring information and administrative documents.
• Apply mixed‑methods, theory‑based contribution analysis and utilization‑focused approaches to assess programme effectiveness.
• Examine MHPSS interventions across child protection, education, health, nutrition and related sectors, covering community‑based programmes, workforce development, caregiver support, policy, financing and multisectoral coordination.
• Consider results at national, sub‑national and community levels and integrate gender equality, disability inclusion, social policy and climate resilience dimensions.
• Prepare a comprehensive evaluation report following the agreed evaluation framework and matrix.

Required profile

• Advanced university degree (Master’s or higher) in evaluation, psychology, public health, social sciences or related field.
• Minimum 10 years of progressive experience in evaluation, applied research or evidence generation in humanitarian or development contexts.
• Fluency in written and spoken English; ability to produce high‑quality evaluation reports in English.
• Demonstrated experience with MHPSS programming, preferably in African humanitarian or fragile settings.
• Working knowledge of French is strongly desirable.
