Senior Road Maintenance Fund Expert

About the role

NTU International is seeking a Senior Road Maintenance Fund Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance. The expert will lead legal, institutional and financial reforms to establish and operationalise second‑ and third‑generation Road Maintenance Funds across ECOWAS member states.

Key responsibilities

• Support the design, reform and operationalisation of Road Maintenance Funds (RMFs) in ECOWAS countries.
• Provide technical assistance on sustainable road maintenance financing mechanisms, including user‑based fees such as fuel levies and tolls.
• Draft and review legal, institutional and regulatory frameworks related to RMFs and road maintenance financing.
• Develop transparent, decentralised and performance‑based financing systems and associated governance structures.
• Prepare technical guidelines, operational manuals and financing frameworks.
• Coordinate with ECOWAS institutions, national authorities, development partners and road agencies.
• Deliver capacity‑building workshops, training sessions and technical support.
• Contribute to monitoring, reporting and analytical outputs on financing reforms.

Required profile

• Master’s degree in civil engineering, transport economics, infrastructure finance, public administration or a related field.
• At least 10 years of professional experience in road maintenance financing, infrastructure management or transport sector reforms.
• Minimum 7 years of experience specifically with Road Maintenance Funds or similar financing mechanisms.
• Proven experience working on infrastructure or transport projects in developing countries, preferably in Sub‑Saharan Africa.
• Experience with international development cooperation and donor‑funded programmes.
