Technical Expert (Vocational Education and Training)

About the role

The International Institute for Educational Planning (IIEP) seeks a Technical Expert to support vocational education and training (TVET) policy analysis, planning and implementation across African member states. Based in Dakar, the incumbent will work under the Technical Cooperation Programme Manager and contribute to IIEP’s mission of strengthening education systems.

Key responsibilities

• Lead and contribute to IIEP assistance projects on TVET policy development, implementation and monitoring.
• Conduct in‑depth analyses of TVET policies, processes and mechanisms in selected countries.
• Support the design of national TVET strategies, sectoral plans, medium‑term expenditure frameworks and action plans.
• Assist in setting up certification systems, validation of prior experience, and labour‑market information systems.
• Collaborate with IIEP teams and country partners, and supervise junior team members when required.

Required profile

• Relevant experience in TVET policy analysis, planning, management or monitoring.
• Ability to work in African country contexts and travel as needed.
• Strong analytical, drafting and communication abilities.
• Fluency in English; knowledge of French is an advantage.
