Project Management Specialist – Energy (Local) – Dakar

About the role

The Bank is seeking a Project Management Specialist to support technical‑assistance operations in the energy sector for its Regional Hub in Dakar. Working under the supervision of Operations Team Leaders, you will ensure projects are delivered on time, within budget, and to the required quality standards.

Key responsibilities

• Conduct comprehensive due‑diligence and appraisal of project proposals, covering technical, financial, procurement, institutional, economic, social and environmental aspects.
• Coordinate day‑to‑day project implementation, monitor progress against project charters, and prepare periodic assessment reports.
• Maintain accurate project records in the Bank’s operations management system and provide feedback to stakeholders.
• Supervise contract management, resource allocation, and procurement review for assigned projects.
• Prepare implementation reports for Bank management and proactively mitigate implementation issues.
• Support knowledge‑management activities by documenting lessons learned.

Required profile

• Relevant university degree or equivalent professional experience in project management, engineering, or a related field.
• Experience in managing development projects, preferably in the energy sector.
• Familiarity with bank‑type technical assistance processes, procurement and disbursement procedures.
• Strong analytical and reporting skills with the ability to work under supervision.
