Senior PPP & Blended Finance Expert for Transport Projects

About the role

NTU International is looking for a senior expert to lead the financing and structuring of transport infrastructure and corridor projects across the ECOWAS region. The role supports the ECOWAS Commission and national stakeholders in creating bankable proposals and attracting public and private investment.

Key responsibilities

• Design and finance regional transport infrastructure and corridor investment projects.
• Provide technical advice on PPPs, blended‑finance mechanisms and investment models.
• Conduct financial, economic and commercial analyses for transport projects.
• Prepare bankable investment proposals and financing strategies for IFIs, development partners and private investors.
• Advise on risk allocation, private‑sector participation and climate‑finance opportunities.
• Develop and review financial models, PPP structures and investment frameworks.
• Facilitate dialogue with development finance institutions, donors, investors and private‑sector partners.
• Deliver workshops, technical assistance and capacity‑building on PPPs and project finance.
• Support monitoring, reporting and analytical outputs related to infrastructure financing.

Required profile

• Master’s degree in economics, finance, business administration, infrastructure finance, public policy or a related field.
• Minimum 10 years of professional experience in infrastructure finance, PPP advisory or blended finance.
• At least 7 years of direct experience with PPPs, project finance or blended‑finance transactions.
• Proven experience on transport or infrastructure projects in developing countries, preferably Sub‑Saharan Africa.
• Experience in international development cooperation and donor‑funded programmes.
