Operations Team Leader – Economic Infrastructure (Dakar)

About the role

The Operations Team Leader will oversee the portfolio of transport, energy, telecommunication and related economic infrastructure projects for the Regional Hub in Dakar. Reporting to the Head of the Hub, you will ensure projects are delivered on schedule, within budget and to the Bank’s quality standards, supporting socio‑economic development in member countries.

Key responsibilities

• Lead the preparation and appraisal of project proposals, ensuring technical, economic, social, financial, procurement, institutional and environmental aspects are fully covered.
• Coordinate project approval processes, liaising with the Bank, member countries and partners.
• Provide day‑to‑day technical oversight to Project Managers, monitoring progress, identifying risks and implementing mitigation measures.
• Maintain project plans and update the Bank’s Project Management Systems with accurate data.
• Contribute to the development and implementation of operational, financial, knowledge and procurement policies.
• Build partnerships with other multilateral development banks for co‑financing opportunities.

Required profile

• Extensive experience managing infrastructure projects in transport, energy or telecommunications.
• Proven ability to lead project appraisal, approval and implementation phases.
• Strong analytical skills with the capacity to contribute to sector‑specific strategy development.
• Excellent coordination and communication skills for working with multiple stakeholders.
