Humanitarian Affairs Officer – Compliance & Risk Management

About the role

The Office for the Coordination of Humanitarian Affairs (OCHA) is seeking a Humanitarian Affairs Officer specialized in compliance and risk management for its Regional Office for West and Central Africa in Dakar. Reporting to the Head of the Regional Humanitarian Financing Unit and under the overall supervision of the Head of Office, the incumbent will support the coordination of humanitarian financing and ensure adherence to compliance standards across Country‑Based Humanitarian Pooled Funds.

Key responsibilities

• Monitor, analyse and report on humanitarian developments and emergencies that may affect the performance of the Regional Humanitarian Financing Western and Central Africa (RHFWCA).
• Organise and prepare studies on humanitarian and emergency relief issues, including follow‑up work related to audits and evaluations of Country‑Based Pooled Funds.
• Maintain contacts with UN agencies, NGOs and other stakeholders to detect early compliance issues and verify prevention and control mechanisms.
• Provide technical assistance and risk‑management training, and conduct in‑depth reviews of funded projects.
• Draft sections of studies, background papers, policy guidelines, briefings, case studies, presentations and correspondence on risk management and compliance.
• Serve as the primary focal point on compliance and risk management for RHFWCA, ensuring monitoring and reporting align with global pooled‑fund guidelines.
• Advise the RHFWCA fund manager on policy issues related to compliance and risk management.
• Participate in work groups, meetings, conferences and consultations with agencies and partners on humanitarian financing.

Required profile

• Ability to work under the supervision of the Head of Office and report to the Head of the Regional Humanitarian Financing Unit.
