International Humanitarian Partnerships & Resource Mobilization Consultant (Remote, Dakar)

About the role

UNICEF is seeking a consultant to lead the development and implementation of a strategic resource mobilization plan for its humanitarian programmes. The role will focus on strengthening donor engagement, public‑private partnerships, and fundraising mechanisms to ensure sustained financing beyond the consultancy period.

Key responsibilities

• Design a comprehensive strategy and action plan to mobilize resources for UNICEF’s response and preparedness initiatives.
• Collaborate with regional and country teams to enhance donor relations and partnership management.
• Provide technical guidance and analysis on fundraising strategies to Country Offices, the Regional Office and Headquarters.
• Advise on policies and frameworks that promote efficient humanitarian financing.
• Coordinate UNICEF’s engagement with public sector donors, National Committees and private sector partners at field, regional and global levels.

Required profile

• Advanced university degree (Master’s) in international relations, public policy, humanitarian affairs or a related field.
• Minimum of 5 years of progressively responsible experience in resource mobilization, donor relations, or humanitarian financing.
• Demonstrated ability to work with multi‑stakeholder environments and deliver results in emergency contexts.

Required skills

• Strong knowledge of humanitarian resource mobilization and donor engagement.
• Experience in developing fundraising strategies and partnership frameworks.
• Ability to provide technical guidance and policy advice.
