Programme Management & Oversight Specialist (P4)

About the role

The Programme Management & Oversight Specialist supports the UNFPA West and Central Africa Regional Office (WCARO) and its country offices by ensuring effective resource management, rigorous compliance and forward‑looking programme oversight. The role combines budget planning, quality assurance and strategic horizon‑scanning to keep programmes transparent, accountable and adaptable to emerging development trends.

Key responsibilities

• Plan and monitor budgets for WCARO and country office programmes, ensuring prudent use of resources.
• Provide continuous preventative oversight and rigorous compliance checks across all programmes.
• Conduct horizon‑scanning and future‑thinking activities to anticipate trends and mitigate potential disruptions.
• Coordinate thematic and other evaluation activities, delivering integrated support to country offices.
• Monitor programme performance and oversee the integrity of annual audit processes.
• Follow up on audit recommendations, working closely with concerned units and country offices to implement corrective actions.
• Produce management information analysis to guide policy adjustments and remedial actions.
• Ensure rapid and effective Quantum and Quantum+ support services for country offices during the programming cycle.

Required profile

• Demonstrated experience in programme management, budget planning and compliance oversight.
• Ability to conduct strategic analysis and horizon‑scanning for programme adaptation.
• Experience coordinating evaluation activities and supporting country‑level implementation.
• Strong analytical skills for producing management information and guiding policy decisions.
