Consultant for Pulse Survey Action Plan Development and Implementation

About the role

UNICEF is seeking a consultant to lead the development and initial implementation of the Pulse Survey Action Plan for its Dakar office. The role involves designing methodology, facilitating consultations, and overseeing the rollout of action plans.

Key responsibilities

• Inception, document review, and methodological design.
• Support establishment and orientation of the working group.
• Design and facilitate participatory consultations and workshops.
• Consolidate, prioritize, and develop the action plan and implementation roadmap.
• Validate plans with personnel and management, and set up monitoring and reporting mechanisms.
• Oversee country office action plans, communication, and initial rollout.

Required profile

• Master’s degree in HR management, organizational development, change management, public administration, social sciences, or related field.
• Minimum eight years of progressive experience in organizational development, change management, employee engagement, or strategic planning.
• Fluency in English and French, both written and spoken.

Required skills

• Experience developing organizational action plans and implementation roadmaps.
• Facilitation of participatory consultations, focus groups, or multi‑stakeholder workshops.
• Application of root‑cause analysis and prioritization methodologies.
• Development of results frameworks, indicators, dashboards, or accountability mechanisms.
• Strong analytical, synthesis, facilitation, and report‑writing abilities.
