Consultant – Inclusive Local Decision‑Making Technical Tool Development

About the role

Sightsavers is seeking an experienced consultant to strengthen its Inclusive Local Decision‑Making (ILD) approach by creating practical, evidence‑based technical resources. The role will support the rollout of disability‑inclusive governance tools across Cameroon and Senegal and ensure they are adaptable for wider use.

Key responsibilities

• Develop a concept note and theory of change that outlines ILD aims, objectives, activities, indicators and synthesises existing evidence.
• Design a three‑day training toolkit for local councils, people with disabilities and duty‑bearers.
• Produce additional technical resources (guides, templates, monitoring tools) aligned with Sightsavers’ Inclusive Citizenship strategy.
• Collaborate with the Global Technical Lead and country teams to ensure tools are context‑informed, user‑friendly and scalable.
• Incorporate programme learning and emerging evidence into all deliverables.

Required profile

• Proven experience in strengthening representative local governance systems, preferably in disability inclusion.
• Demonstrated ability to design and deliver training materials and technical toolkits.
• Strong analytical skills to synthesize evidence and translate it into practical resources.
• Excellent communication and stakeholder‑engagement abilities.
