Consultant senior – étude financement des Soins de Santé Primaires au Sénégal

About the role

Amref Health Africa is seeking a senior consultant to lead a national study on the effectiveness, efficiency, equity and sustainability of Primary Health Care (PHC) financing in Senegal. The consultant will design and execute a comprehensive analysis of current financing mechanisms and provide actionable recommendations.

Key responsibilities

• Develop a detailed methodology, work plan and data collection tools.
• Map sub‑national financing flows and test research hypotheses.
• Conduct quantitative and qualitative analyses, including gender and equity assessments.
• Model financing scenarios and evaluate the financial sustainability of the PHC model.
• Assess the impact of the gradual withdrawal of technical and financial partners.
• Produce an inception report, interim report and a final report with a policy brief, cleaned database, analytical scripts, simulation model and reform scenarios.

Required profile

• Advanced degree in health economics, public health, finance or a related field.
• Minimum 8 years of experience conducting health financing studies at the national level.
• Proven experience in equity, efficiency and sustainability analyses.
• Strong background in data cleaning, statistical modeling and scenario planning.
