HR Officer (2 positions)

About the role

The United Nations is seeking two Human Resources Officers to join its Common Administrative Platform in Dakar. The role supports the One Executive Office Client Desk 5, providing HR services to the Department of Global Communications, Development Coordination Office and Resident Coordinator System. You will work on policy implementation, recruitment, staff development and entitlement administration across the regional portfolio.

Key responsibilities

• Develop and implement HR policies and procedures, ensuring alignment with UN reforms and harmonisation with other agencies.
• Monitor recruitment processes, prepare vacancy announcements, review applications, conduct interviews and advise on gender and geographic representation.
• Provide advice on staff entitlements, benefits, official travel and onboarding, coordinating with service providers.
• Support staff development and career planning, design programmes, monitor effectiveness and advise on mobility.
• Represent HR in regional meetings, coordinate with senior government officials and serve as ex‑officio member of appointment and promotion bodies.
• Plan and administer national competitive examinations and other recruitment tests.
• Supervise junior HR officers and ensure compliance with disciplinary and grievance procedures.
• Prepare reports, lead special HR projects and ensure coordination with other UN agencies.
