Humanitarian Communication and Advocacy Specialist (Ebola) – 3 months

About the role

UNICEF is seeking a seasoned communication and advocacy professional to support the Ebola response in the Democratic Republic of Congo. This three‑month consultancy will be office‑based and will provide regional and country‑level expertise to strengthen messaging, stakeholder engagement, and evidence‑based advocacy.

Key responsibilities

• Provide communication and advocacy support for the Ebola response from the West and Central Africa Regional Office (WCARO) in Dakar.
• Conduct context and influencing‑landscape analyses relevant to the DRC Ebola situation.
• Develop and maintain stakeholder mapping and engagement strategies.
• Design and implement Ebola communication and advocacy strategies for the DRC, including coordination of talking points, briefing notes, and messaging packages.
• Identify evidence gaps and strengthen evidence‑based advocacy approaches.
• Monitor progress, produce regular reports, and deliver capacity‑building coaching to DRC country‑office teams.
• Create communication content for multiple formats and channels, such as social media posts, press releases, human‑interest stories, and virtual field‑visit packages.
• Ensure consistent, high‑quality messaging across regional, country, and neighboring‑country preparedness efforts.

Required profile

• Advanced expertise in humanitarian communication, advocacy, or diplomacy.
• Experience in public‑health emergencies, preferably Ebola or similar outbreaks.
• MA in Communication, International Relations, or a related field.
• Fluent in French and English (written and spoken).
• Familiarity with the UN system and humanitarian architecture.
