Junior Non-Key Expert – Digital Connectivity Study for Agriculture & Education

About the role

NTU International is seeking three Junior Non‑Key Experts to support the PRIDA II project, a policy and regulation initiative for Digital Africa. The experts will work from the African Union Commission premises in Addis Ababa, delivering most tasks remotely, and will contribute to improving digital connectivity for agriculture and education across all African regions.

Key responsibilities

• Assess bandwidth availability, quality and cost for rural agriculture and education (Work Stream 1).
• Evaluate affordable connectivity options and their technical, economic and regulatory feasibility (Work Stream 2).
• Review financing and service‑delivery models, develop pricing and discount‑rate methodologies (Work Stream 3).
• Develop policy and implementation strategies to promote sustainable digital connectivity, including stakeholder roles and investment frameworks (Work Stream 4).

Required profile

• Master’s degree in Communications, Electrical/Electronic Engineering, Computer Science/ICT/IT, Economics or Law from a reputable university.
• Minimum three (3) years of experience in connectivity market development in developing or emerging economies.
• Ability to produce analytical reports and policy recommendations for African Union member states.
