About the role
The International Legal Expert will support maritime legal reform initiatives across West and Central Africa. The consultant will work with governments and UN agencies to analyse, draft and implement measures against piracy and maritime terrorism.
Key responsibilities
- Support the legal reform process in Ghana related to piracy and maritime terrorism legislation.
- Conduct and present gap‑assessment reports for The Gambia and Cabo Verde.
- Lead a UNODC Prosecutors Network Forum session.
- Perform comparative analysis of maritime laws across the region and update a detailed discrepancy mapping.
- Develop and update an action plan to address identified legal gaps.
- Draft a bilateral model agreement for the transfer of suspected piracy offenders.
- Prepare and submit final reports to stakeholders.
Required profile
- Advanced degree in law with specialization in maritime or international law.
- Proven experience in legal reform projects within African jurisdictions.
- Strong analytical skills for comparative legal assessments.
- Experience drafting legal agreements and policy documents.
- Ability to work with multilateral organizations such as UNODC.
