Programme Management Officer – West Africa

About the role

The Office of the High Commissioner for Human Rights (OHCHR) West Africa Regional Office in Dakar is seeking a Programme Management Officer. Reporting to the Regional Representative, you will support the design, implementation, monitoring and evaluation of programmes within an assigned functional area.

Key responsibilities

• Participate in the development, implementation and evaluation of programmes and projects, monitoring progress and proposing corrective actions.
• Conduct research, analyse data from diverse sources and prepare background papers, reports and study inputs.
• Assist in policy development, including review of trends, preparation of evaluations and surveys.
• Design data‑collection tools, analyse survey results and draft conclusions.
• Provide substantive support for meetings, conferences and outreach activities, including agenda setting and preparation of presentations.
• Coordinate budget and funding activities, prepare programme budgets, financial statements and related reports.
• Support human‑resource administration in line with UN rules, such as recruitment, performance appraisal and training.
• Participate in field missions, guide external consultants and draft mission summaries.

Required profile

• Experience in programme development, monitoring and evaluation.
• Ability to conduct research, analyse data and produce written outputs.
• Familiarity with budgeting, financial reporting and UN administrative procedures.
• Strong organisational skills for coordinating meetings, workshops and outreach events.
