About the role
The RAP Implementation Officer will lead the day‑to‑day execution of Resettlement Action Plans (RAPs) and Livelihood Restoration Plans (LRPs) for a major development project. Working closely with affected communities, government agencies, lenders and contractors, the officer ensures that land acquisition, displacement, compensation, relocation and livelihood restoration are carried out in line with national regulations and international safeguards.
Key responsibilities
- Lead implementation of approved RAPs, LRPs and related social action plans.
- Oversee Compensation and Livelihood Restoration Committees and coordinate census updates, asset verification and eligibility assessments.
- Support compensation, relocation assistance and livelihood restoration programmes, monitoring progress against schedules and criteria.
- Engage regularly with Project Affected Persons, host communities and vulnerable households to provide accurate information on entitlements and project activities.
- Maintain detailed records of consultations, commitments, concerns and actions; prepare communication materials such as posters and press releases.
- Manage RAP‑related grievances, ensure timely investigation and resolution, and track trends for reporting.
- Liaise with government authorities on land acquisition, compensation and handover processes, and support coordination of land access for construction.
- Identify implementation challenges, propose corrective actions and recommend amendments to RAP/LRP when necessary.
Required profile
- Proven experience in implementing Resettlement Action Plans or similar social‑environmental programmes.
- Strong knowledge of international safeguards such as IFC Performance Standards, AfDB safeguards and EBRD requirements.
- Demonstrated ability to coordinate multi‑stakeholder teams, including community liaison officers, government bodies and independent monitors.
- Excellent communication skills for engaging affected persons, preparing reports and handling grievance processes.
- Analytical mindset to monitor implementation progress, identify deviations and develop practical solutions.
