Regional Community Stabilisation Officer
International Organization for Migration (IOM) · Dakar
Job description
About the role
IOM, a UN-related agency working on migration, displacement and humanitarian response, is recruiting a Regional Community Stabilisation Officer based in the IOM Regional Office for West and Central Africa in Dakar, Senegal. The role sits under the Regional Director and the direct supervision of the Department of Humanitarian Response and Recovery's Regional Thematic Specialist, and coordinates with Country Offices, the Regional Thematic Unit and IOM headquarters. It supports the implementation and coordination of community stabilisation programming, which addresses under-development, social cohesion, stabilisation and public service access in post-conflict and transitioning countries.
Key responsibilities
- Provide technical guidance to Country Offices on applying IOM community stabilisation guidance and methodologies, in coordination with the Regional Thematic Unit and headquarters.
- Facilitate regional coherence in cross-border initiatives by producing a harmonised implementation approach across shared operational areas.
- Support Country Offices through technical guidance and remote monitoring of programme partners, technical advisers, surge personnel, implementing partners and service providers.
- Monitor operational, administrative and budgetary performance of regional initiatives, identify risks and efficiency gaps early, and analyse progress against expenditure forecasts and implementation plans.
- Draft regular reports for the Regional Thematic Specialist and propose remedial action where challenges arise.
- Gather and disseminate lessons learned from community stabilisation programming, especially in cross-border and high-instability contexts, and share replicable practices across IOM's community of practice.
- Assist the Regional Thematic Specialist with crisis analysis, coordination, prioritisation and operational planning, and recommend areas of intervention to donors, project committees and Country Offices.
- Review regional reporting, check revisions and harmonise monthly and interim reports for timely submission to government and donor bodies.
- Validate outcome-level results, monitor lessons learned and bring issues to the attention of supervisors or Country Offices.
- Compile an annual report on community stabilisation in the region, and support capacity building, training and regional projects on community stabilisation, social cohesion and peacebuilding.
