Regional Human Resource Officer – Africa

About the role

The Regional Human Resource Officer – Africa will strengthen Mercy Corps’ People function across West and Central Africa. Based on a national contract, the role is highly mobile, providing continuity, quality and compliance of HR services in complex operating environments.

Key responsibilities

• Reinforce country HR teams and support leadership in addressing operational HR challenges.
• Ensure HR service delivery meets Mercy Corps standards for quality, compliance and risk management.
• Identify and close HR operational gaps, talent needs and compliance requirements in each office.
• Assist with change processes, restructures, scale‑ups and crisis‑response staffing.
• Build resilient HR systems and uplift HR capacity across the region.
• Promote consistent and high‑quality HR practices, especially in offices facing staffing shortages.
• Collaborate with Regional HR Business Partners and Centre of Excellence functions.

Required profile

• Proven experience delivering HR services in humanitarian or development settings.
• Strong problem‑solving abilities and contextual awareness of West & Central Africa.
• Highly mobile and adaptable, able to work across multiple countries.
• Knowledge of HR policies, compliance standards and risk management.
• Excellent communication and stakeholder‑management skills.
