Surveillance Officer Consultant for STRIDES Project

About the role

PATH is seeking an experienced Surveillance Officer to work as an individual consultant on the STRengthening Infectious disease DEtection Systems (STRIDES) Project in Senegal. The consultant will lead the technical development of a multisectoral surveillance framework and support practical exercises with government stakeholders.

Key responsibilities

• Draft a multisectoral surveillance manual defining governance, roles, and coordination mechanisms for event‑based, indicator‑based, and community‑based surveillance.
• Develop sector‑specific SOPs for detection, verification, reporting, and escalation of health events.
• Design and facilitate a tabletop exercise (TTX) with Ministry of Health and other stakeholders to test surveillance‑to‑response workflows.
• Conduct after‑action reviews (AARs) to capture lessons learned from zoonotic and other outbreaks and provide prioritized recommendations.

Required profile

• Advanced degree (Master’s or higher) in public health, epidemiology, veterinary public health, One Health, or a related field.
• 10–15 years of professional experience in disease surveillance systems, including design or strengthening of EBS, IBS, and/or CBS and IDSR implementation.
• Proven experience authoring surveillance manuals, SOPs, and facilitating technical workshops.
