Finance Officer

About the role

The Finance Officer will support the Project Finance and Budget Officer in managing the budget, accounts, and financial reporting for the Migrant Protection, Return and Reintegration Programme across 16 Sub‑Saharan African countries. The role involves close collaboration with IOM regional units, the European Commission Compliance Unit, and headquarters.

Key responsibilities

• Monitor financial management of programme activities, oversee expenditures and conduct financial analysis.
• Prepare and review EU financial reports in line with IOM and EU regulations.
• Develop budget reports, proposals and revisions using the PRIMA system.
• Analyse variances between budgeted and actual expenditures and support budget control.
• Assist in capacity‑building trips to country offices to strengthen financial reporting and compliance.

Required profile

• Master’s degree in Business Administration, Finance, Accounting, Auditing or related field (or university degree with four years experience).
• Minimum two years of relevant professional experience in accounting, financial management and reporting.
• Experience with international institutions, internal/external audit, and EU budgeting rules.
• Fluency in English and French (oral and written); additional UN language knowledge is a plus.

Required skills

• Knowledge of International Public Sector Accounting Standards (IPSAS).
• Familiarity with IOM/UN accounting systems and related software.
• Proficiency in MS Office applications.
• Understanding of EU budgeting and financial reporting procedures.
