Regional Community Stabilisation Officer (P)

About the role

IOM is recruiting a Regional Community Stabilisation Officer (P) based in the IOM Regional Office for West and Central Africa in Dakar, Senegal. The officer works under the Regional Director and the direct supervision of the DHRR Regional Thematic Specialist, in close coordination with IOM Headquarters and the Global Office in Washington, DC. The role supports Country Offices, the Regional Office and the Department of Humanitarian Response and Recovery in launching and implementing community stabilisation initiatives funded by the USG Department of State.

Key responsibilities

• Provide technical guidance to Country Offices on applying IOM community stabilisation guidance and methodologies, in coordination with the Regional Thematic Unit and HQ DHRR.
• Facilitate regional coherence of cross-border initiatives so that shared operational areas use a harmonised approach.
• Support Country Offices through technical guidance and remote monitoring of programme partners, technical advisers, surge personnel, implementing partners and service providers.
• Monitor operational, administrative and budgetary performance of regional initiatives, analyse progress against expenditure forecasts and draft regular reports for the DHRR Regional Thematic Specialist.
• Gather and share lessons learned from community stabilisation programming, especially in cross-border and high-instability contexts, and disseminate them across IOM's community of practice.
• Assist the DHRR Regional Thematic Specialist with crisis analysis, coordination, prioritisation and operational planning, and recommend areas of intervention to donors, project committees and Country Offices.
• Review regional reporting, check revisions and harmonise monthly and interim reports for timely submission to government and donor bodies.
• Validate outcome-level results and lessons learned, and compile an annual report on community stabilisation in the region.
• Support capacity building, training and regional projects on community stabilisation, social cohesion, resilience and peacebuilding.
